Sea rescue soon to be punishable?

This is the title of an article in LTO - an online magazine on legal topics popular with German lawyers - which reveals that a new version of the Federal Ministry of the Interior's drafting aid for Section 96 (4) of the Residence Act could make the rescue of people in distress at sea a criminal offense.

We very much hope that this is a major misunderstanding. Putting a stop to smugglers is an honorable cause. But punishing people who save others from drowning.... how do you finish a sentence like that?
